3. Statistical presentation
3.1. Data description The primary responsibility for collecting information on BH’s external debt belongs to the BH Ministry of Finance and Treasury. The Ministry is in charge of running and managing the BH debt, as well as maintaining an external debt database. CBBH receives data base and produce data related to stock of debt for previous period/year as well as on servicing of external debt.
3.2. Classification system External debt of government is classified by type of creditor as it follows: (1) public creditors (international and regional organizations, and other countries’ governments and their agencies), and (2) private creditors.
3.3. Sector coverage External debt of the private sector is not covered. External debt data cover debt of BiH General Government.
3.4. Statistical concepts and definitons Based on the agreement between the BH Ministry of Finance and Treasury and the BH Central Bank, the CBBH has full access to the database and has been using it to compile the external debt statistics, as well as to publish external debt information on quarterly and annual bases.

External debt data cover debt of BiH General Government. Almost entire amount of the external debt is legally the responsibility of the BH Government (Council fo Minsiters) as the sovereign borrower, while minor parts of debt belong to Entities and lower levels of governments. The existing BH external debt statistics currently include only the data on the external debt of the BH general government sector. The total external debt of the BH general government consists of the agreed loans of BH (country) and the agreed direct loans by entities. In accordance with the law, the entities must inform the BH Ministry of Finance and Treasury on direct loans, although this part of external debt is not BH debt and the state does not have the obligation to service it.

7.1. Confidentiality-policy Confidentiality of statistical data has been regulated by the Law on the Central Bank of BiH (Official Gazette of BH 1/97) and sets forth the principle of confidentiality as one of the main principles.  
7.2. Confidentiality-data treatment Data are treated as confidental after reporting, during validation process, until the news realease.

8.3. User access All publications are published in accordance with the defined release calendar on exactly specified date. All publications intended for users are available in 4 languages, that is, 3 local languages plus English version.
9.  Frequency of dissemination Data on stock of external debt is published on quarterly level while data on amount of serviced debt for General government is available on monthly basis.

11.1. Quality assurance Central Bank of BiH in principle follows the recommendations for quality management provided in the European Statistics Code of Practice (CoP) and implements the guidelines provided in the European Statistics System Quality Assurance Framework (QAF).

14.1. Timeliness  The Central Bank of Bosnia and Herzegovina compiles and disseminates annual and quarterly data on stock of external debt of BiH general government as well as amount of serviced debt on quarterly and annual level. Source data are received 45 days after the end of the quarter.
14.2. Punctuality Data for quarters is available 90 days after the end of previous period. Data on servicing is available 30 days after the end of previous month.
